Rolling Meadows Snow Removal City Ordinance #20-121 states: No Parking On City Streets For An 8 Hour Period After 1" of Snow. This ordinance is necessary to allow the city crews room to maneuver their snow removal equipment down all city streets and achieve our "Curb to Curb" program within 8 hours after snow ends. The Police Department will issue citations and vehicles may be towed. City Ordinance #00-03 - effective February 24, 2000 [Amended 3 Chapters of the Code of Ordinances related to "Snow Removal"] Chapter 94, Section 94-4, Snow Obstruction of Public Streets states: (a) It shall be unlawful for any person to: (1) Plow, shovel, or otherwise remove snow from private property by motor vehicle or other apparatus such as a truck, backhoe, excavator or grader equipped with a snow plow or other device designed to plow or remove snow or ice and to deposit the removed snow or ice on that portion of a public right-of-way which is paved and used or designed for use by motor vehicles ("Public Street") in such a manner so as to obstruct or decrease the drivable width of any Public Street. (2) Deposit snow or ice on designated handicapped parking spaces located on private or public property. (3) Obstruct, harass, prevent, or otherwise interfere with any employee of the City engaged in snow removal operations or to obstruct, cause damage to, or otherwise interfere with any City vehicle used in snow removal operations. (4) The Director of Public Works, or his designated representative, is authorized, in addition to other persons having enforcement powers pursuant to State Law of Local Ordinance, to enforce the provisions of this Section 94-4. Chapter 22, Business - Section 29-1042 [The Division 29, Snow Removal Operator was added] and states: (a) It shall be unlawful for any person engaged in, conduct, carry on or operate a snow removal service for compensation utilizing a motor vehicle or other apparatus such as a truck, backhoe, excavator or grader equipped with a snow plow or other device designed to plow or remove snow or ice without a license. Persons who use only manual means or motorized equipment of less than 12 horsepower to remove snow or ice are excluded from the license requirement. (b) Application for a business license shall be made in accordance with this chapter to the license officer and shall contain the name and address of the applicant if an individual, the names and addresses of the members of a partnership, and the names and addresses of the principal officers of a corporation. Such application shall include a brief statement of the experience of such an individual, firm, or corporation in such business. (c) A current copy of the licensee's public liability, property damage, and worker's compensation insurance policies must be on file with the city and included with such application for the business license. Chapter 38, Section 38-34 of Article II, Nuisances states: (12) Placement of Snow: To remove snow or ice accumulations from private property and deposit the removed snow or ice on the paved surfaces of adjoining private property or parkway (portion of the paved driveway located within the right-of-way) without the consent of the owner or tenant in possession of the adjoining private property or in a manner that causes a hazard due to obstruction of vision or making the same impassable. Any person, firm or corporation found guilty of violating this paragraph shall be guilty of a misdemeanor and may be fined in accordance with the schedule of fines and penalties as adopted by the City Council from time to time and found in Appendix B to this code. Appendix B, Schedule of Rates, Fees, Fines, and Penalties of the Code of Ordinances is amended by adding to "Class III" of Section XII, Business Licenses, the following: Snow Removal Operator $50.00 Appendix B, Schedule of Rates, Fees, Fines, and Penalties of the Code of Ordinances is amended by adding Section XXV - Regulations of Streets, Sidewalks and Other Places: Snow Obstruction of Public Street $100.00 not to exceed $500.00 Senior Citizens needing assistance with snow removal should contact the Public Works Department at 847-963-0500 The Public Works Department is responsible for the removal of snow from the streets and the residents are responsible from removing snow from around their curbside mailboxes. Curbside Mailbox Standards (pdf) Please remember Mother Nature deposits the snow on the streets, and it is the Public Works Department's job to remove the snow from the streets for safe vehicle traffic. In the snow removal process, it is inevitable that snow will be deposited onto driveway aprons. Persons living in courts likely will have more snow deposited on their driveways than persons living on thoroughfares. Crews will do their best to minimize the depositing of snow on driveways but it is unavoidable in the snow removal business. When the crews have completed the City's snow removal operations, they must travel home to clear the snow from their own driveways as well.
